 Franklinton Police Chief Olander Smith   The Franklinton Police Department is led by Chief Olander Smith. Chief Smith began his law enforcement career at the age of 21 with the Washington Parish Sheriff’s Office. He worked for over 30 years with the Louisiana State Police where he was first hired as a Road Trooper in 1978. He was then promoted to Sergeant and Lieutenant. From there he was promoted to Captain before becoming a Major over Region I where he was responsible for 33 parishes, four troops and over 300 employees. After his career with the Louisiana State Police, he worked at the Washington Parish Sheriff’s Office as a Deputy Chief where he was in charge of the Criminal and Civil divisions as well as the Detectives.
